Structure  
Principal Body  
The governing body of the IOTC is the Commission. It is composed of all Members. Sessions of the Commission are normally held annually. Each Member of the Commission has a vote. Unless otherwise provided, decisions and recommendations of the Commission are taken by a majority of the votes cast.
Scientific Committee  
The Scientific Committee was created at the first session of the Commission. The meetings of the Scientific Committee are held just before those of the Commission. This body advises the Commission and any sub-commission on research and data collection, on the status of stocks and on management issues.
Sub-Commissions  
The Commission may establish sub-commissions to deal with one or more of the stocks covered by the Agreement. To date no sub-commissions have been constituted.
Working Parties  
The Commission may establish Working Parties for specific purposes. The most common objective is to provide the Scientific Committee with analyses of the situation of the stocks as well as an assessment of possible management actions.
The Working Parties established to date are:
  • Working Party on Tropical Tunas (WPTT)
  • Working Party on Billfish (WPB)
  • Working Party on Neritic Tunas (WPNT)
  • Working Party on Temperate Tunas (WPTmT)
  • Working Party on Tagging (WPT)
  • Working Party on Methods (WPM)
  • Working Party on Ecosystems and Bycatch (WPEB) (previously called Working Party on Bycatch, WPBy)
  • Working Party on Data Collection and Statistics (WPDCS) Note: discontinued in 2004 and replaced by a sub-committee of the Scientific Committee.
Secretariat  
The Secretariat of the Commission is based in Victoria, Republic of Seychelles. It consists of the Secretary and such staff appointed by him/her and under his/her supervision. The Secretary is responsible for implementing the policies and activities of the Commission and shall report thereon to the Commission. IOTC is a member of the Regional Fishery Body Secretariats Network that meets biennially.
