Several country reports (Anguilla, Antigua and Barbuda, Belize, Bahamas, Mexico, Nicaragua, Cuba) indicate a fully fished or stable status, while for other countries (Caribbean Netherlands, Dominican Republic, France, Honduras, Panama and United States of America) the status of stocks is unknown (FAO, 2015).

The Cuban spiny lobster fishery shows landings with a general declining trend since the 1980s, although since 2009 onwards stability is observed. Likewise, fishing effort has decreased from 364 vessels in the 1970s to 156 in 2017.

Cuba reports approximately 14% of total landings in FAO Area 31. Landings in 2016 were at 37% of average maximum landings. Fishery stock assessments are made based on ample information available on daily catch and fishing effort data, monthly biological sampling at several sites, and monthly statistics of commercial size categories.

Different stock assessment models are applied from an ecosystem perspective, and annual workshops are conducted with a multidisciplinary group including researchers, managers and fishers to discuss on the fishery status and propose regulations each fishing season. Based on multidisciplinary research, the lobster fishery in Cuba is managed in an adaptive way and adopts a precautionary approach.
Results

The current situation of the lobster fishery in Cuba is characterized by low catches, relatively stable since 2006 with an average of about 4 500 tonnes yearly. The decrease in spawning potential, recruitment, biomass and therefore in catches, as compared to the 1980s, is due to the combined effects between the high level of exploitation and the cumulative multiple anthropogenic and climate factors on ecosystem's carrying capacity and stock's self-recovery. Based on multidisciplinary research, the lobster fishery in Cuba is managed in an adaptive way and adopts a precautionary approach. Current situation shows a conservative fishing mortality rate adapted to the worst scenario circumstance according to unfavorable environmental conditions. She concluded the spiny lobster resource is fully exploited and the current level of exploitation seems to be adequate to maintain a sustainable stock status in agreement with current decline of the Cuban ecosystem's carrying capacity.
