Mission  
The Commission performs its functions in the interests of the conservation and optimum utilisation of the fishery resources of the Convention Area and shall take into account the best scientific evidence available to it.

The Commission provides a forum for consultation and exchange of information on the state of the fishery resources in the Convention Area and on management policies, including examination of the overall effect of such policies on the fishery resources.

November 2005 Contracting Parties agreed text to modernise the Convention and bring it in line with developments since 1982, especially with respect to biodiversity protection, the precautionary approach and the ecosystem approach. There was also consensus to apply the amendments provisionally on a voluntary basis.
Objectives  
The objectives of the Commission include:
  • seeking to ensure consistency between any proposal that applies to a stock or group of stocks occurring within an area under the fisheries jurisdiction of a Contracting Party and beyond, and any measures or decisions taken by such Contracting Party for the management and conservation of that stock or group of stocks with respect to fisheries within the area under its fisheries jurisdiction;
  • making recommendations concerning fisheries conducted within an area under fisheries jurisdiction of a Contracting Party, provided that the Contracting Party in question so requests and the recommendation receives its affirmative vote.
Strategies  
  • the establishment of total allowable catches and their allocation to Contracting Parties;
  • the regulation of the amount of fishing effort and its allocation to Contracting Parties;
  • the establishment of closed seasons and of closed areas;
  • Under two Schemes running a fully automated VMS database to support surveillance and inspection and combating IUU fishing with A- and B- listing procedures;
  • resolving disputes by fast track dispute settlement procedures.
